British dollar, has been abandoned (see No. 16). The Japanese Yen, as the Committee are aware, has for some years nearly 20 years been legal tender in the Treaty Settlements. The question therefore is whether the Committee will now recommend the adoption of the proposal of the Hongkong Government that the yen be made legal tender at Hongkong, and on that question you are requested to state your views at your early convenience.
A copy of this memorandum and the accompanying despatches has been sent to the Government of the Straits Settlements with a similar request.
